Configure your First-Class International printing template (ONE TIME PROCESS)
STEP 1: Open the layout.
- Open Dazzle
- File -> Open Layout
- Select ONE of the layouts listed below.
- Click 'Open'.

You should see the words "USPS First-Class International" in the upper left corner of the label and a customs barcode LJ xxx xxx xxx US.
NOTE: If you do not see this format when you open your layout view the troubleshooting section at the end of this document before continuing with step 5.
STEP 2: Configure the printer.
- File -> Printer Setup
- Check the 'Save Printer Information with layout' box ON.
- Set your printer settings accordingly.
Laser or Inkjet printer:
- Printer: Select your laser or inkjet (HP, Epson, Canon, Lexmark, Brother, etc.) printer.
- Paper Size: letter
- Portrait
- Face Up
- Top First
- Center
Zebra or Eltron printer:
- Printer: Zebra or Eltron
- Paper Size: 4.00 x 6.00
- Landscape
- Face Up
- Left End First
- Center
- Click 'ok' when finished.
STEP 4: Set default package type, weight, and mail class.
- Postage -> Options
- Click the 'Rate' tab.
- Select the following:
- Type: Package (Rectangular)
- Class: FIrst Class International
- Weight: Set this to the most common weight you will use.
- Click 'ok'.
STEP 5: Test Print you layout
- Click 'Print'.
- Click 'Test Print' to test the layout without charging postage.
- Click the 'Cancel' button.
STEP 6: Save your layout.
- File -> Save Layout
Troubleshooting
Please follow all steps recommended below to resolve any layout problems.
- Check the shipping address:
Make sure you have an International address on screen. A domestic address will make the template look incorrect.
- Click the "Design" tab in Dazzle.
- Layout -> Main Address
- Type the following address:
NAME
ADDRESS
CANADA
We only need a valid country name on the last address line to simulate an International address. This will serve as an address place holder for the layout.
- Click 'ok'.
- If this corrected the template save the layout (File -> Save Layout).
- Check the media settings:
- Click the "Design" tab in Dazzle.
- Layout -> Media
- The 'label' should be set to "Small International Shipping Label".
- Click 'ok'.
- If this corrected the template save the layout (File -> Save Layout).
- Check the postage settings:
- Click the "Design" tab in Dazzle.
- Postage -> Options
- Set the 'Type' window to 'Package (Rectangular)'.
- Set the 'Class' window to 'First Class International'.
- Make sure the 'Print Postage' box is checked ON.
- Click 'ok'.
- If this corrected the template save the layout (File -> Save Layout).
Once all these steps are completed you should see the First Class International Illustration on screen. Please contact support if you need further assistance.

NOTE: If you do not see this format when you open your layout view the configuration document for assistance.
Is your declared value $400 or greater than $400?
USPS has provided NO new integrated form for First-Class International AND declared value $400 or over. In the rare cases when you need this combination, you should use the same layout that is used to print a domestic label. You will be printing the postage label and customs form separately. For Zebra or Eltron printers you could use the 'Zebra Label.lyt' template. For Laser or Inkjet printers we recommend the 'Click n Ship Label.lyt' (paper or 2 per sheet labels) or the 'Avery 5168 label.lyt' template if you have (4 per sheet labels). You will need to select the "2976-A" customs form on the 'customs information' tab on Dazzle's print screen. The long customs form 2976-A will print 5 copies to a Laser or Inkjet printer. Use regular paper to print customs. Use the USPS self adhesive 2976-E customs declaration envelope to attach customs to your mail piece.
- Layout -> Main Address
Enter the shipping address.
Example:
Full Name
Address
COUNTRY
NOTE: The last address line must contain ONLY the country name. The country must be
spelled correctly and not abbreviated.
NOTE: Do NOT use the country 'UNITED KINGDOM', USPS does not allow customs printing for this country name. The country name should be more specific. Contact your customer to verify which country to use; WALES, ENGLAND, IRELAND, NORTHERN IRELAND, or SCOTLAND.
- Click 'ok'.
NOTE: If you see an error message "state not recognized" see the troubleshooting steps at the end of this document.
- The label on the "Design" screen should display the new address.
- Click 'Print'.
- Set the Type: window to 'Package (Rectangular)'.
- Set the Class: window to 'First Class International'.
- Set the Weight: window to your mail piece weight, rounding up if your exact mail piece weight is not listed.
- Set the Ship Date: window to the date you are mailing your package or letter.
NOTE: Click the 'Test Print' button if this layout has never been used. The 'test print' will not charge postage; it will test the layout and the printer. If the test print fails cancel the print window and check your printer and printer settings.
- To add insurance pick the carrier (Endicia, USPS, or 3rd party(U-PIC)) in the
Insurance window. Click here to read more about the insurance options.
- If you selected an insurance carrier enter the insured value in the 'Value' field. This MUST match the value you enter later in the customs information screen.
NOTE: If you have turned on Stealth printing USPS insurance will not be listed in the 'Insurance' drop down window. This is a USPS restriction. We recommend you use Endicia Insurance instead. If you wish to use USPS Insurance and pay for this in Dazzle you would need to cancel the print window and disable 'Stealth' printing.
NOTE: If the customs declared value and insurance value need to be different you will NOT select an insurance carrier at print time. Leave the 'Insurance' window set to 'NONE'. You will need to pay for USPS insurance at the post office. You will also need to fill out the 3813 USPS Insurance form and attach this to your mail piece.
- Click the 'Customs Information' tab to fill out all fields (description, weight in
pounds or ounces, value, country of origin, content type).
- Check ON the box 'I certify that the particulars given in this customs declaration are correct' and type your name in the signature field.
- Click 'Print' to print postage and customs.
- If you use a Laser or Inkjet printer and paper place this integrated postage and customs form in a USPS provided 2976-E self adhesive customs declaration envelope and attach it to your mail piece. If you print to a label place it directly on your mail piece.
- Your First Class International mail should be handed to a USPS carrier or USPS retail clerk for mailing.
Additional Notes:
Optional Services: Dazzle does not check USPS country restrictions for optional services like USPS
Insurance, Return Receipt, Restricted Delivery, Registered Mail, etc. This data is too
complex and dynamic. If you would like to add these services you should first verify that
they are offered for the
country you are mailing to. You may add optional USPS services by
selecting the 'Postage Options' button on the "Design" screen or later on the print
screen. You will need to obtain the USPS form for that service at the post office and fill
that out by hand to attach to your mail piece.
Troubleshooting
I receive the error:
"state not recognized" when I enter the International address.
possible causes:
- Country is misspelled.
- Last address line has extra text, numbers, and/or symbols that are not part of the country name.

Check Dazzle's country list:
- Click the "Address Book" tab in Dazzle.
- Click the 'Address' button on the right side of the Address Book screen.
- Click the 'Country' drop down window to see a list of countries that are supported.
- If you can not find your country name in this list please contact support by phone or e-mail for assistance.
- If you find your country name listed use the spelling/format you see in the 'Country' drop down window.

If YOUR last address line is listed in Dazzle's 'country' drop down window in the same EXACT format and you still receive the error "state not recognized" in Dazzle please try step 2 below to troubleshoot further.
- If you are copying the address from another location like an e-mail or a web page you may be bringing over some code that you can not see.
- Click the "Design" tab in Dazzle.
- Layout -> Main Address
- Write down the address.
- Delete the address.
- Type the entire address again. Make sure the last address line is ONLY the country name.
- Click 'ok'.
The address should appear on screen with no errors.
If this did correct the "state not recognized" error please click
here to return to step 7 to continue with the printing process.
