USPS Product and Services Update July 2013

On July 28, 2013 the U.S. Postal Service® (USPS®) is introducing changes to some of their products and services. Endicia has created these pages as a resource to help explain the details of these changes.

Key highlights of the July 2013 updates:

  • Postage rates are NOT changing for any mail class at this time
  • Express Mail is being renamed to Priority Mail Express
  • Express Mail International is being renamed to Priority Mail Express International
  • Priority Mail:
    • Priority Mail Labels will now show the estimated delivery time or special text depending on the type of delivery (APO/FPO, etc)
    • Priority Mail Insurance: Priority Mail will now include the following amounts of USPS insurance coverage
      • $50 on Commercial Base packages
      • $100 on Commercial Plus packages
      • All claims must be filed at USPS.com
  • Electronic Delivery Confirmation is now available to 14 countries, including Canada
  • All shipping labels will include a 4-digit Carrier Route Code.
    • The 4-digit Carrier Route Code may overlap with the position of some saved logos on customer layouts. Check and adjust position of logo if necessary.

For Endicia customers:

  • Changes go into effect on July 28, 2013 and new versions of Endicia software will be available for download prior to this date.
  • For customers using a downloadable client, updating to the new software is optional at this time.
  • Customers using Endicia services that work as APIs (such as Endicia Label Server), either directly or through one of our integrated partners, will see some changes right away.

Express Mail Priority Mail Express

USPS Priority Mail Express boxes
  • Express Mail is being renamed to Priority Mail Express. The change will affect the wording on shipping labels and when selecting a mail class in their software.
  • Based on the origin and destination ZIP Codes, an estimated delivery time (1-DAY or 2-DAY) will print on new Priority Mail Express shipping labels next to the text “Priority Mail Express”.
  • Priority Mail Express continues to offer the same money-back guarantee as Express Mail.
  • New USPS packaging for Priority Mail Express is being developed. Shippers may continue to use Express Mail packaging until they run out of stock. When shippers re-order their USPS packaging, they will receive the new boxes.

Express Mail International Priority Mail Express International
  • Express Mail International s being renamed to Priority Mail Express International. The change will affect the wording on shipping labels and when selecting a mail class in their software.
  • Priority Mail Express International continues to offer the same money-back guarantee as Express Mail International.
  • New USPS packaging for Priority Mail Express International is being developed. Shippers may continue to use Express Mail packaging until they run out of stock. When shippers re-order their USPS packaging, they will receive the new boxes.

Priority Mail labels read only “Priority Mail” Priority Mail labels will now also show the estimated delivery time or special text depending on the type of delivery (APO/FPO, etc)

New USPS Priority Mail boxes
  • Based on the origin and destination ZIP Codes, an estimated delivery time (1-DAY, 2-DAY or 3-DAY) will print on new Priority Mail shipping labels next to the text “Priority Mail”.
  • There is no price difference based on the estimated delivery time.
  • Shippers CANNOT choose between 1, 2, or 3-day delivery with regular Priority Mail; it is calculated for them automatically.
  • Priority Mail delivery estimates are NOT GUARANTEED. If shippers desire a money-back guaranteed delivery timeframe, they should use Priority Mail Express service (formerly Express Mail).
  • Priority Mail packages going to certain destinations will not include the estimated delivery time, but will include additional text on the label as follows:
    • APO/FPO destinations will show “Priority Mail Military”
    • Diplomatic destinations will show “Priority Mail DPO”

No free USPS insurance coverage on Priority Mail Priority Mail includes some USPS insurance

New USPS Priority Mail label
  • $50 on Commercial Base and USPS Approved Shipper packages.
  • $100 on Commercial Plus packages.
  • Insurance coverage is not included with PM Open and Distribute.
  • There is no insurance coverage being added to Priority Mail International.

Electronic Delivery Confirmation International Service available only to Canada Electronic Delivery Confirmation International Service now available to 14 countries, including Canada
  • Products eligible for Electronic Delivery Confirmation International Service include:
    • First-Class Package International Service (all parcels)
    • Priority Mail International Flat Rate Envelope
    • Priority Mail International Small Flat Rate Box
  • Electronic Delivery Confirmation International Service is now available with shipments to the following countries:
    • Canada
    • Australia
    • Belgium
    • Brazil
    • Croatia
    • Denmark
    • France
    • Germany
    • Great Britain and Northern Ireland
    • Israel
    • Netherlands
    • New Zealand
    • Spain
    • Switzerland
Previous Update Highlights
4x6 Shipping labels do not include four-digit Carrier Route Code Domestic 4x6 shipping labels will include a four-digit Carrier Route Code

Priority Mail shipping label with a four-digit Carrier Route Code
  • The new Carrier Route Code is a four-digit code that will appear to the immediate left of the current RDC code on all shipping labels.
  • The new Carrier Route Code may overlap with the position of some saved logos on customer layouts, so customers should check and adjust the position of their logo if needed.
  • The RDC code will remain on the label in the same position.
  • This will not affect DYMO Stamps or Printable Postage labels.
